I had installed the mod Accurate Aiming a few days ago and it reduces bullet spread while ADS or aiming in 3rd person and does change the cone of fire. LOOT wants to load it after your mod but I might just end up removing that one from my next load order, or I could maybe load yours after it.
Speaking of Accurate Aiming, what would be the quantifiable difference between the two (when ADS)? For context, I'm using the 100% improvement version; would this mod have around the same value effect? If not, what would the value change be from vanilla to this mod (ADS)?

I've never looked at Accurate Aiming, so I can't really compare since I don't know exactly what it does, and how it does it.
I know that other mods that I've looked at which have a similar goal edit AVs, which means that they only effect the player. Mine edits the aim forms directly, which means that it applies equally to both the player and NPCs.
I'm blind and didn't see that this mod required Shattered Space, which means I can't use or even load this mod into xEdit.
Nonetheless, I took a look at Accurate Aiming. All it does is modifiy the 'Cone of Fire - Iron Sights Mult' value of every (basegame) weapon's Aim Model. For the 100% version, it changes the value across all weapons to '0.01'.
This sounds interesting, although I use PEAK AI which dramatically improves AI accuracy. I'm guessing adding this is going to be bonkers? Have you looked at PEAK AI? What is your recommendation for someone using that for AI enhancements?
I used to use PEAK AI for a long time. I stopped because it tended to make every NPC in a POI just come running. This certainly provided some very intense firefights, but if you positioned yourself well and used cover, it just made it too easy to clear the entire POI without moving much (if at all). I've found that Grindy Combat is a good balance between some running at you, and others being a little more strategic. But Grindy Combat doesn't address the atrocious AI accuracy, which is what I'm trying to fix.
But to answer your question, if I recall correctly, this mod should be compatible with PEAK. While both address accuracy, PEAK and my mod do so in different ways. Exactly how much more accurate they'll be will depend on the specific weapon and range.
Thanks. I haven't experienced what you've said about PEAK. I find some enemies will rush my position, others will maintain theirs and use cover, and if I poke my nose out of cover, they will shoot it off. It forces me to use cover, and cover to cover moves, as well as grenades (which I've got a mod to seriously buff). I'm also using a mod that makes full auto damage the same as semi auto, which makes any enemy using a full auto gun MUCH more lethal. Have you tried El Jefe combat AI? It's another mod that tries to improve AI but I found switching from PEAK to that being too easy.
The most annoying thing about gun combat in this game, at least in my mind, is that clutter and objects in the game have a much bigger collision box than they should. So if I'm taking cover behind a crate or a rock, I have to step out way too far to get a shot that will clear the object and get to the target... and of course, it seems enemy fire doesn't suffer from this. If there's some kind of railing or truss between me and my target, forget it.
I do find the accuracy frustrating, especially with the AA-99, so I'll try this.
Unfortunately there are some engine limitations. I'm kind of spoiled by Arma 3 where you can lean around cover, or peak over cover, incrementally, and bullets actually penetrate objects based on a number of factors.
