Enable "NeonSmuggler.esm" in Creations Menu

This is my very first mod, which took me about two weeks to make. It went through a ton of versions before I ended here.

If you are updating, please replace the old file with a new one! Sorry It may overwrite current guns! Fixing this issue in the next update.
