This mod changes two things: the first being fAIMinGreetingDistance, slamming it down from 2.5 to 0.5. Effectively, this makes it so that NPCs will no longer casually greet you — they will now only speak when spoken to.
This does not affect forced greetings, where a NPC halts you to engage in actual dialogue (e.g. the guard at the Akila City gate informing you of the GalBank hostage situation). Nor does this affect NPCs talking with each other. It only affects unsolicited greetings.
The second change is to the visibility of the first stage of four quests: "Supra et Ultra" (the UC Vanguard quest), "Deputized" (the Freestar Rangers quest), "Back to the Grind" (the Ryujin Industries quest), and "Red Tape Blues" (the Cydonia Trevor quest). These quests will not appear in your log unless you actively pursue them. No longer will you have to suffer tasks you don't really want to do but feel compelled anyways just to get them off your menu — finally, you can blissfully ignore them without having your completionist tendencies stoked.
Note that this mod does not stop that one Tracker from pestering you across the Settled Systems to join the Trackers' Alliance. This is because it is literally impossible to edit that quest in the Creation Kit. SFBGS003.esm is a later version than what the CK is capable of editing. There is no avoiding the Inevitable.
