As a user, you either need to download manually and choose "extract to xyz" or create a new folder and put the json files and content folder into it, to make the mod work.
I've installed it with vortex and since the file archive is missing a folder level and vortex "extracts here", requiring me to add a folder in the mod staging folder before deploying the mod.
Not doing so causes the json files to land directly in the mods folder, which causes smapi to claim the content folder to be empty, since it doesn't recognize that the json files belong to the mod.
Of course, this isn't really a ideal solution, so please fix the folder level in the archive. ;P
Thanks for the report; I actually do not use Vortex and so am unfamiliar with how it works. Is there any issue with the mod if you download it manually and extract it to your Mods folder?
No, the mod itself works just fine. Like I wrote, the only problem is that one folder level is missing.
...And after downloading your mod and another manually, before extracting them both "here", I've found out why.
You DO have the right folder level. It's just that vortex doesn't create the "[CP] Penny Ponytail Hairstyle" folder and instead extracts the content folder and the json files directly.
After renaming the "content" folder to "assets" (like a lot of other mods in my mods folders has, and none seem to have a "content"-named folder) and zipping it up again, vortex installs it like it's supposed to: mods>[CP] Penny Ponytail Hairstyle>assets/content.json/manifest.json
This causes smapi, or rather content patcher, to give four errors: [Content Patcher] Patch error: Penny Ponytail Hairstyle > Load Characters\Penny has a FromFile which matches non-existent file 'Content\Characters\Penny.png'. [Content Patcher] Patch error: Penny Ponytail Hairstyle > Load Portraits\Penny has a FromFile which matches non-existent file 'Content\Portraits\Penny.png'. [Content Patcher] Patch error: Penny Ponytail Hairstyle > Load Characters\Penny_Beach has a FromFile which matches non-existent file 'Content\Characters\Penny_Beach.png'. [Content Patcher] Patch error: Penny Ponytail Hairstyle > Load Portraits\Penny_Beach has a FromFile which matches non-existent file 'Content\Portraits\Penny.png'.
Probably because the path inside the mod is still Content\..., but without the assets folder vortex won't extract the mod properly.
So, what's needed for the vortex version to work is that the content folder is renamed assets and inside the mod the paths to the resources are updated, so that the content patcher can actually find the files (again).
Edit:
After updating content.json with the "new" path, the error's are gone and Penny got her ponytail. ;P
Oh wow, i'll use this one for Penny.... now if i ncould find a mod to change the annoying complaining dialogues she mostly has, she'll be perfect, and i don't need to feel any tension from her when married! :) I bought this game, and still play it with the reason of relaxing, and NOT needing to see too much of reality, and her complaining may be very realistic, but gets annoying after some time.
But thanks for reuploading an abandonned cute Penny mod :)

Second, unfortunately, there's a "bug":

On the other positions she's beautiful.
