I was looking for such a mod for a long time! Thanks so much! Especially for Pam, she is always standing in the rain at the bus stop, and I feel so bad for her every time I pass. Could you please make an umbrella for her as well?
If you're making a custom NPC and you want to add an umbrella for them, the guide is in the mod description for that. You don't have to do all the steps and you can just copy one of the umbrella .png files, rename it, and create a content pack of your own (you can copy this one for reference), and in the "Entries" section just add an entry for your NPC's internal name as the key, and in the value, point the "Texture" to your .png file.
The other editing in the json is for editing the hands to make it look like they're holding the umbrella, but you don't have to do that. The guide is there though, DM me if you have trouble with it :)
To be specific this mod works on locations (like Town, BusStop etc) and checks the code for a particular "Is Raining Here" function. If the other mods make that true, then those functions will say true so it'll work, hopefully. I'm not sure what kinds of custom weathers can be added but let me know if there's a change I can make.
Is it compatible with clothes that change according to the seasons? In other words, in a summer rain, can the character wear summer clothes and carry an umbrella in his hand?
Yes! Although if the seasonal outfit changes the way the hands look then it might look off. In the future I'll add an option for content packs to change the positioning of the umbrella based on the current outfit. But for now, the umbrellas do appear regardless of outfit.

I don't think there's any text to translate right now. Also I think you might be refering to the main Umbrellas mod. If I add settings for GMCM I'll let you know for translating those.
