Adds weekly utilities bill for an extra challenge and for those who have too much money in their hands.
The weekly bill will arrive in the mail every Thursday, festivals won't save you.
(Day can change with the config!)
If you don't have enough money it will take what it can, and if you end up with 0 by the night maybe something might happen...
Also please don't ignore the Billing or the Collections Department from Ferngill's Department of Energy and Water, you might invoke their wrath.
In other words, check your mailbox.
Calculations were made using buildings built, farmhouse upgrades, and some very arbitrary numbers to take into account weather, crops and production (looking at you, you wine tycoons). Your little farm in Ginger Island isn't safe from the billing either!
[I am not a math person so if it's not balanced enough I won't be making any changes to the mess of a calculation I made - only if its too crazy]

Go wild with Serfdom and other tax mods.
Should be ok for multiplayer, just make sure to check and coordinate the config.
