my apologies for never getting back to this! i posted the mod and then promptly did not log back in to keep up lmao.
i know this is now two years old, but in the interest of follow up for future questions/users, i'm unsure what would cause this issue as i never encountered it while playing. i haven't received this issue with the current version either, so if you're still interested in using the updated version and still have this issue, let me know and i will try to do my best to figure it out.
best i can assume is that at the time i may have been using a version of GetDressed that prevented this issue, and didn't think to suggest it as a recommended mod to achieve the same visual results i had.
i believe now with the json asset version this should no longer be a problem. all of the hats are now their own items you can purchase from the hat mouse, rather than relying on achievements (as the content patcher version was merely a replacer).

there is now a json asset version that adds them as dyeable options here by HeyImAmethyst!
