First of all, it's a localization mod that makes the way NPCs speak (such as catchphrases and word order, etc.) more like Chinese people. And it includes poetry and puns that are unique to Chinese, so it's very difficult and also not necessary to be translate into other language. Secondly, this mod is a literary work by the author, just like a novel, author has the right to decide whether/by whom their work will be translated.
A more straightforward reason:The English version is the original game itself. In the description page, the author stated their purpose for this mod: To adjust/correct the Chinese version to be more authenticfor Chinese users. There is no point for it to be re-translated back to English.
I looked at the mod description and yeah, point 3 pretty much explains itself why that nod exists, it change tone of familiarity from the villagers to the farmer and author made the mod for themselves.
There's no English version because it's pretty much the base game itself, refusing translation is saying you time you would've spent on working on it and awaiting a response for permission.
I do agree the title is misleading and I fell for it too, thinking it adds more content, similar to the event building in ridgeside hotel. Hopefully people will understand with my comment
