Good catch, I only ever grow fiber plants in garden pots, so I forgot to add in a check to disable the bubbles for fiber plants grown in regular soil as well.
The reason for this is most mod managers scrape the status from here: https://smapi.io/mods, you need to post in this thread so the author of that site can update it: https://forums.stardewvalley.net/threads/unofficial-mod-updates.2096/

I installed SMAPI version 4.0.4 ,Stardew Valley version 1.6.3 and latest version of Crop Watering Bubbles , but this mod still doesn't work. New error occurs, please help me with that.Thank you very much!

Yes, I know But I prefer to plant things where I want them to be planted, not where it's most efficient But it doesn't matter, I just checked out your mod and left a message in case it's a bug
For some reason, the original mod disabled the bubbles for paddy crops, even if they weren't watered. Anyways, please give the updated mod a try! It should be fixed
