It's in the wallpaper catalog. If you don't want to wait to get the catalog, you can install cjb item spawner just for that, then disable it after you get the catalog.

I don't think custom wallpaper comes up for sale in the rotation in the shops.
the mod it is dependent on has not been updated. You can ask those updating all of aedenthorn's mods (retired mod author) to update custom wallpaper framework. until then, it won't work unfortunately.
