It may not work if you're a mobile player, though, I'm not sure. Unfortunately the method I use for my 'furniture anywhere' mods won't work with beds, so I don't have an easy way to make it work with mobile. :(
My mod won't let you place rugs outside. However, this mod will! https://www.nexusmods.com/stardewvalley/mods/10192 Look for the Config option: "CanPlaceRugOutside" (Can Place Rug Outside) and make sure the box is checked. (Or set it to "True".)
