This seems to be an Alternative Textures pack, not a Content Patcher pack. So, you need to go up to a pig and use the Alternative Textures tool (it's like scissors or looks like them, you can get it from Robin's shop) to change their appearance to be a fox.
if you go into the mods files there is the .json file and inside there is a weight thingy and if you changed it form 0.1 to 0.9 it makes them a bit more common, but not by a lot (at least according to my limited testing). I would also love to have a version with only foxes.

The pigs are ugly and the foxes are so much better!
why arent the foxes showing up? i have elle's cuter barn animals too but the pig is set to false yet the foxes still arent appearing...
