Thanks for the translation. I will include it shortly. An added translation is worth an update, plus I also have a very minor feature change I have been holding to go with your translation. I allow the config dialog to be opened during gameplay. Not just a the title screen.
Now updated for Stardew 1.6. This update is a complete change in how the mod operates. This mod no longer needs to patch game code to operate. This is because the 1.6 update changed Monster goals to a data file which can be patched on load. This also means the mod should operate on any new monsters some other mod and/or the game might add in the future.
Working on it. I just fixed the code patches to the main game a few hours ago. The mod now loads and runs. I gotta test it. A little bit of a pain since you need to play/advance some to test the threshold condition. Hopefully some SMAPI console debug commands exist to help setup those conditions.

This mod is modifying the monster eradication goal amount per monster. Once a goal is met, then it is met and thus qualifies for perfection. In other words, vanilla perfection is not tied to vanilla monster counts. It is simply, have you defeated enough of each monster for the goal.
As for changing the eradication goal during an existing play, I would refer you to the main description page which discusses the topic of changing the goal mid play. The game code calls this mod asking if all monster slayer goals have been met so you should be fine Of course once you collect the true perfection statue, then changing the goals does not have much meaning.
No idea. But I don't think Steam has anything to do with game achievements. Games just notify the steam system when a game achievement has occurred. I've never looked for the Stardew code that reports achievements and how that is done. I've not touched achievement reporting at all. The game itself tracks if something has been done/achieved by the receipt of a specific "mail" item. Not all "mail" in the game shows up in your farmhouse mailbox. My mod changes nothing about the mail achievements with respect to monster eradication. Sorry I cannot give a definitive/absolute answer.
Anyway the Stardew -> Stream achievement thing seems to be bugged. At least on my installation. Nearly every Stardew achievement has never been reported/registered with Steam. I have multiple saves that have gone to true perfection. Meaning everything that can be done was done. Saves from both before and after I played Stardew with mods.
You can edit the Mod config text file directly but it is best to have the Generic Mod Config Menu (GMCM) mod installed. You can access the GMCM menu from the title screen by clicking the cog icon/button in the lower left corner. From that menu just select Easier Monster Eradication. For further information on using GMCM consult it Mod page.
The GMCM menu can be accessed during gameplay from the pause/settings menu but given how this mod operates I have restricted it's configuration to the title screen.
This mod allows you to change the amount of monster kills required to satisfy the games monster eradication goals feature. If you do not know what monster eradication goals are then you need to read about that elsewhere. You don't "use" this mod in any way. Once installed it simply does its thing in the background. The mod configuration sets the monster eradication goal modifier. The modifier is a percentage. The default is 0.7 which is 70% (shown in a sample screenshot). So the game default of 1000 slimes becomes 700 with the mod installed with default configuration (0.7). This mod supports the generic mod config menu mod and this is the easiest way to configure this mod.
