I was wondering if the Ghostly Mariner mod was still up when I saw this (gives him a grandpa ghost look instead of a kickass animation) but no, turns out its cause he's dead. Cool, he can keep Muadhnait company.
He's described as a ghost in the Lost Book that talks about marriage, but I think that's the only place it's mentioned. I just decided to run with it and *waves hand at mod above*
The one place I didn't look! No but seriously, 100% approve. Nice to know there's a proper ghost in the base game too. Always more room for non-human beings (or in this case spectral humans)
