    just loads the game in photo mode, the toggle doesn't work for me on kb or controller.

      What do you mean, "just loads the game in photo mode"? Did you try rebinding the toggle key?

    Is it possible to turn off only the ammo counter? It's awful.

      It's been a while since I made this, if I remember right all of the HUD is tied together but I'll re-install and double check.
      Edit: Yeah, sorry but parts of the ammo counter are also tied to the minimap and various other HUD elements.

      Nothing else can really be done with the game since they never provided mod tools.

      what depth of skill would be required to make a basic mod tool for it?

      You can't really make your own mod tools for a game unless you have the source code.
