Hmm I'm not sure how this got by me, thanks for the report, sorry for the late reply I didn't hop on till recently due to being busy I'll post a patch soon.
Hi! in the mod launcher when you click on "Less System Points" it should have a bunch of options listed for tweaking the point requirements of each item in the game that uses them!
There are a lot now, and the launcher window isn't that great so you may need to resize it if possible to see all of the options.
If this is impossible for you let me know. The mod may also need updated for the new alpha that recently came out, which I'll be diving into real soon.
Just wanted to let you know the link in your mod description points to an old version of the mod loader. The link on the download page does point to the new one though.
0.4.1 only has Target Jammer, Scanner, Shield Generator, Hull Stabilizer, Missile and Energy Turret data in them. 0.4.0 is one that has rest of the changes, like Hyperdrives.

uploaded v0.5.0 of the mod, which fixes the power systems points and adds support for the hull stabilizer (but does not change it by default)
0.4.0 is one that has rest of the changes, like Hyperdrives.
This has since been patched in 0.4.2 if you give that file a try eventually let me know if you are seeing the same issues.

i still have the problem with "Error loading mod: no info file present. Please create one." Tested with Version 0.4.1 and 0.4.0.
