   so there's lizardman data in the game? that's mean he might be dlc in the near future

      Wrong, it just means he's an NPC enemy type in the game during the story line(s)

   After putting the .pak file in a "~mods" folder I created, all the menu options have turned into their parameter IDs "ID_SYS_PARAM_CHR" etc. Did I do something wrong?

      nope you didn't, when the 2B DLC update came out it broke a lot of old mods that changed in-game text. The mod author needs to remove their in-game text changes.

      Getting the same issue as you. It has been brought up with the team, so hopefully the issue can be resolved swiftly (it is the weekend though, so please be patient).
      
      Edit: Managed to grab the file and re-upload it, and it seems tso be working now.
