Hello, the mod is easy to download, First Download the UnrealModPlugins folder and drag the content inside of it inside your games Win64 folder, the path to it would be something like this:
C:\Program Files (x86)\Steam\steamapps\common\Slackers - Carts of Glory\CartOfGlory\Binaries\Win64
then goto your games content folder:
C:\Program Files (x86)\Steam\steamapps\common\Slackers - Carts of Glory\CartOfGlory\Content
Create a folder and name it: "Art" and then open it.
Create another folder inside the art folder named: "Character_New"
Then you can download the "MODPACK" and place all the content inside the zip into the Character_New Folder!
It should work then!!!!
