This is just a pointless mod that adds a cabbage merchant into Riverwood, I took inspiration from the TV show Avatar: The Last Airbender. His shop will open around 8:00am and close at 8:00pm, or its supposed to. I am planning to add more cabbage merchants in the future, for all of your cabbagey needs.
