Lanterns from Eld beri - YAWLM are distributed by NPC with SPID.
Distribution: Jarl are too important to carry a lantern and Beggars are too poor to receive any lantern.

Guards: 5%
Fire Mage: 5%
Blacksmith: 5%
Other NPCs: 10%
Lantern of Frost:
Ice mage: 5%
Conjurer: 5%

You can change the distribution by editing the ini. I've tried to keep the level low as these items should be relatively rare and for performance sake.
NPCs will light up their lantern automatically when Light Level is under 40 (by default, configurable in MCM)
