It explicitly requires Creation Club content so it will not even load without it. Several Creation Club ESL files are master files for this one.
EDIT: Actually, if I remember correctly, the Creation Club content this relies on is now included with the baseline Special Edition so it may work. Give it shot?

I appreciate this but I actually remembered that I had to compact the forms first (lol) so I made my own ESL version and also added BASH patch tags. I have uploaded this new version.
