Same here. Just noticed this while doing mission for thieves guild. Base ID - 0008836c (skyrim.esm, alt-barrels-meadery logo.esp), Ref ID - 00101cbf (skyrim.esm, ussep)
@update Same bug without the mod on fresh save. Maybe vanilla bug.
