Ika The Legendary Super Saiyan is a rumor/hoax character for Dragon Ball Z made by latin fans of the hispanic Dragon Ball Z Community. she is supposed to be if Goku had a long lost sister. I tried to recreate her in the Creation Kit as closely as possible to the fan-art that is made out of her. but she only comes with The Arch-Mage Clothes that is in the base game.
She is located in Morthal's Moorside Inn.
Requires Dawnguard for the perks and spells that she has.
