Thank you for this, I am not sure if it is needed anymore but I went ahead and added it, don't think it will hurt anything. I did remove the shouting perk entry as I am a lore nerd and the only ones shouting should be those that already do for those who care about the lore. To each their own. For others interested in this, just open up the SPID file and remove the Shouting section.
Regarding the Shouting. Most NPCs don't have it anyway but sometimes modders add some effects as Shouts. For eg. my mod Enhanced Races adds the Battle Cry ability as a shout for Nords while the player uses it as a lesser power to buff themselves. But I am not sure if that perk is needed for NPCs to use it. Cause NPCs can use some shouts anyways even without this perk. It's confusing what it does exactly.
