This moss is not a standalone mesh or texture, it's a color applied to the vertices in BSTriShape->Vertex Data. The mesh in the first photo is nortmphallbg1waysl2r01. If I toggle off the Vertex_Colors flag on Shader Flags 2 of the BSLightingShaderProperty branch, it removes it.
Edit: It doesn't look different in the game, only in NifSkope.
In the dungeon where you cure Kodlak it causes completly black spots (small and very big one). In the area where you throw witch head into the fire take spiral stairs up (where big chest is), next through the door and you will see it.
