Just seeing your comment. Sorry, haven't been checking this page. As best I can remember, Sleeps-in-Swamp was not given a level cap when he was made and should continue to level up with your character.
I love having more argonian followers around! And he looks really great. What are his skills / weapon preferences? Just so I know what he'd be best off with using.
His class is set to Combat Rogue, which means that as he levels up he will put his skill points primarily in one-handed and sneak, then block and light armor, and finally archery. For best results, put him in light armor with a one-hander.
Also, if you're curious about tracking his individual stats as he levels up with you, you can use open the console, click on him, and then use the command getav [skillname] and hit enter. So for example if you're curious to check his current one-handed skill, you can select him, type getav onehanded, and hit enter. It will return his exact level in the skill. These commands work for all followers. Here is a table with all the names of the stats you can check - http://en.uesp.net/wiki/Tes5Mod:Actor_Value_Indices. As a side note, for some reason the archery skill is named marksman in the console.
