I downloaded many of your NPC overhauls mods and so far I liked it. But can you make Modpocalypse NPC mod for Mythos? Especially the potential followers?
You can, but this will not be permament. Disabling stuff like this will only be disabled on your current save game. In a new game it will be enabled again.
Instead of disabling the cow, just go to Gray-Mane's barn behind their house after clicking the cow in console and then use "moveto player" command. It fixed it for me and the cow never goes up to a balcony again.
