It's a shame that the Modern Scrolls was done which a huge amount of "borrowed" assets from everywhere, so it'll never be officially released. I wish there was a modern city mod for Skyrim that was properly licensed and had open permissions for modification and redistribution. I'm sure the community would improve it bit by bit, just like this mod has done.

I asked in another mod page of yours for Modern Scrolls. If I made an expansion. Would I be able to release it here on Nexus? You seemed to say yes. But now this post has me well... questioning. I made said Expansion. (My first Skyrim Map) It basically pulls in 95% of its assets from your Modern Scrolls Full Version ESM mod but it is it's own open world city map. I think the term is. I used it as a Modders Resource? The city itself is done. Now I am working on navmesh, interior cells, and the city is still void of NPCs. It is fairly large and I think it may be well liked.
I too had similar dreams of a big modern city for Skyrim VR. I also got frustrated enough. I made one. However, if I cant release it. That would be a big bummer.

Permissions are for using mods from Tullius channel. Which I've done several times with no problems. On the other hand, regarding the nexus, for the "basic" mods, I contented myself with indicating the links to mediafire or mega. I have only ported my edits from these base mods to the nexus with all the required permissions. I advise you to do the same (just make a mod, even a small one, with these permissions on the nexus and put a link to the big download). However, you will be able to publish on the Tullius channel, Koreans very much appreciate everything related to the modern scrolls (the main author who is a Korean abandoned the update of his mod, and it is indeed impossible to reach him! the answers I got come from a moderator of the site who gave me in English his "green light" to publish)

I'm sorry if I misled you with my insufficiently precise answer (I'm French and I'm not comfortable with English... google trad is often my friend!). However nothing is lost, on the contrary (your mod interests me!): you can always do like me (mega, mediafire or ...) or even find another site than the nexus less concerned about authorizations! (especially not bethesda which is like the nexus with a team of moderators who actively monitor what is published!) ...

I am unclear as to what you mean by "Basic Mods". The files to my city itself are something like 60MB total and consist of only an esp and a few edited and self created assets. Its funny, the generated LOD files are bigger than the mod itself. The big download would be your Scrolls Full Version ESM and its large download from Mega. As I said, my city pulls 95% of assets from that 2.3GB Mega download you linked. If I were to copy paste the credits you listed on the Scrolls Full Version ESM mod page or simply state all credits are listed on your Scrolls Full Version ESM page which my city is based on. Would that be enough for Nexus release? Honestly, I know almost nothing about permissions and releases. I have zero interest in releasing it on a anything but Nexus. Not even that really. I don't want to deal with any troubles or support something this big may require. However... I am able to see the potential value my city mod holds to the Skyrim community and it would be a shame to keep it to myself. My plan would be to release it as Beta. Work on it with permissions closed for a while. Then hand it over to the Skyrim community to do whatever with. If they even want it that is.

Wow it is late here. I will have to check back tomorrow. Also my city isn't ready for Beta release yet. It may need a few months more work. Don't expect it to drop anytime soon. I have worked on it 4 to 6 hrs a day for two months now. Getting a bit burned out and work is slowing.

Only the assets of my PUBLISHED mods on the nexus have the necessary authorizations (in "credits"). If these resources are free of rights or if you have obtained permission from the authors, you can publish them. As for Modern Scrolls, the Korean mod is probably using plenty of assets without permission. This is why these assets must remain on a download link only, which the Koreans do (or even talented Russian modders). It would be a shame not to benefit from it! Personally, I don't make any profit from what I do, not even a "donation". I'm just posting links (links that can be also found on Korean sites or even Discord -like for Rudolph who produces fantastic mods-). You can also find plenty of links on You Tube. Make videos of your WIP mod, put them online with adding the links, ask for it to be tested, with the feedback you can improve it!

This one wishes you to know that Khajiiti only drives RX-8s that look like what you call cop cars, but in Imperial Colors...
