So if I get archery to level X and that unlocked eagle eye but that perk has 1/3. This doesn’t just unlock all 3 does it? I still have to get to Y to unlock it and then Z to unlock the final one right?
And to be fair, I don't even know how to do it for other mods. All I know is that, when enabled, you have infinite perk points to allocate, while unlocking vanilla perks whenever you meet the requirements. For ordinator, you could simply manually unlock every perk you want when you are able to. This mod is convenient because not only it auto unlocks vanilla perks, but also give infinite points to use however you want, even to unlock modded perk tree's perks.
You can totally add this mod even with Adamant or any other mods that uses normal the perk interface.
It just won't auto unlock, but you can still make use of the unlimited perk point system this mod provides.
The only restriction that I can think of is with Custom Skills Framework (I'll call it CSF), since iirc, it uses another menu to show skill trees.
I don't personally use CSF, so I cannot test it.
If you could test and give me feedback, I'd appreciate it. If and when you do so, I'll add information about CSF in main description. I'll also edit the description to add information about overhauls.

Oh, and before I forget it: if you want to use overhauls and not worry about being extra powerful, you could simply disable auto unlocking for each individual perk tree.
Your Sailor Moon meme just reminds me of something related I thought was funny. I saw an early episode of Murder, She Wrote, and her nephew was a suspect in a murder because he knew how to use a computer. XD It was still a rare thing at that point.
I think that the difference is that in Oblivion, when you reach some "milestones", you unlock some perks, right? But this one makes it so that whenever you meet any perk requirement, even those with multiple tiers, you auto unlock them.
