Thank you for doing this, I love the idea of an alternative way to gain smithing abilities!! To clarify, this mod does not interfere with the regular smithing progression but obtaining and reading the books will give us the relevant smithing perk, allowing us to smith the items in that category?
I could be wrong of course, but judging from the description the books do nothing of the sort: "These books are provided for roleplay and, aside from being placed in the world, have no other impact."
@BasPeeters1, That's what I was thinking originally, but then there was this sentence at the top, "A standalone mod containing nine books that teach the various kinds of smithing in Skyrim.", so I wasn't quite sure. Honestly, it's nice to have available either way, fun for roleplaying or more interactive.

In Requiem, you need to have the book with you to get the perk; in this mod these are just for show. If someone else wants to create a patch that enables the perks they're welcome to do so but I'm a better writer than modder; it's beyond my skills!
So, no, you don't need the books to get the perks... but nothing is stopping you from roleplaying that way.
By "teach", I mean that the contents of the books are designed to give you an idea of how you might smith the particular materials.
