   Went through the whole quest and not a single one was wearing it.

      There is a 5% chance of an NPC meeting the SPID requirements to have the armor. Perhaps it is too low.

   This won't give every single npc the armor, right? It would be nice to retain some of the variety, where only the elite enemies have this armor while the grunts have the robes.

   I don't know if this is something you can fix or if 4thUnknown would have to fix this, but I just found out the hard way that walking into Red Scar Cavern wearing these will not disguise you.

      I'd say that is expected considering skyrim has no disguise mechanics
