but they don't, they use frozenmarshice01 which is a separate texture. in your mod this texture is a duplicate of frozenmarshgrass01 with a blueish tinge.
now I understand, you are talking about the pieces of ice floating on the water, yes it is a stylistic choice for which I took inspiration from Tamrielic Landscape, I liked the idea that you could see plants trapped in the ice
