Here is my own version of this mod. I changed the Lighthouse workers from Stormcloak Guards to a more neutral outfit. I also made the huge Stormcloak banner civil war aware (untested, though!) which should change the banner into an Imperial one if Windhelm get taken by imps. Also added a lightsource for the fire.
Also ESPFE flagged the whole thing so you can save a plugin space.
Also some other minor changes that just make the entire mod a bit more balanced and immersive. Also removed the horker on the table ;)
First, awesome mod, thank you for making and sharing it. One issue: your mod seems to overwrite "NordFemalePreset07" is this intentional? I'm guessing maybe you duplicated the preset for an NPC? Anyways, some clarification would be great. Thank you! SSEEdit Screenshot: https://imgur.com/a/zHI660n
The lighthouse looks extremely beautiful. If there wasn't that dead horker inside, I'd absolutely add it to my game. Is there any chance you'll upload a version without it?
Use "disable" first. If you got the wrong thing, then type "markfordelete" to make it permanent. If you got the wrong thing, then type "enable" and try again.
For anyone else wondering, this and White Lighthouse are mostly compatible except for overlapping this mod's dock and White Lighthouse's boat occupy the same space. The actual lighthouses don't conflict but they are close enough together to make using both kinda redundant. So comes down to personal preference really.
I prefer this mod personally, it's a great little addition that as stated should be in the game to begin with!
Skyrim definitely needs lighthouses, but the point of this particular area is it is dangerous and overrun by bandits. People tend to miss this, but there are two skeletons by the Wreck of the Winter War that are the names of the very fishermen who abandoned that little camp near there. There's no one out there to keep watch or rescue others. It's why the bandits always have people dead and caged inside their ship too.

P.S. It's always a possible Radiant quest for Brunwulf Free-Winter too. Makes total sense why he complains about Ulfric wasting time and not protecting his own people.. either Dark Elves or people getting murdered by bandits outside the city. This is a prime example.
