"Nords don't like magic very much." Or so I've heard, at least. And yet, in Windhelm, Dawnstar, Riften and Winterhold, cities run by Stormcloaks, the Nordiest of Nordy Nords, it's just as easy for random adventurers to walk into a general store and walk out 5 minutes later with a ton of spell tomes to eat. Well, not anymore.

Initial Release
Merchants in Windhelm, Dawnstar, and Riften will have severely limited stocks of magic tomes. Some vendors may still carry weaker tomes, but it will be very difficult to acquire stronger magic in these cities. Winterhold, on the other hand, has very little control of the College, but merchants in what's left of the city itself will find their inventories similarly curtailed.
All hope is not lost, however. As in any time of crisis and oppression, the seedier aspects of society will rise to the occasion in order to fill the void. Khajiit Caravans roaming around Skyrim will sell their contraband, which has been expanded to include Novice and Apprentice-level spells from each school.
Furthermore, general merchants and wizards all throughout Skyrim now sell charcoal and paper, which, in conjunction with your scroll-crafting mod of choice, can be used to craft scrolls in order to compensate for the lack of spell tomes in these areas.
Finally, the mod expands Lucan's inventory in Riverwood to include more novice spells, like other general merchants in Imperial-aligned areas.
This mod makes fairly extensive changes to merchant inventories and will most likely require a bashed/smashed patch to play nicely with other mods that edit the same lists.
