Add proper ownership to all the chicks depending on their location, using the vanilla data and Skyrim Landscape and Water Fixes as main references. ESP-FE.

- Proper ownership to all the chicks depending on their locations. For example, chicks in Left Hand Mine are now owned by TownLeftHandMineFaction.
- "Enable Parent" flags for the added chickens and chicks in Pelagia Farm for the Civil War attack, just like in vanilla. I think it's to disable them during the attack.
- Forwarded some USSEP changes
- Fixed one chick in Rorikstead that had the wrong AI package, which would make it run all the way to Riverwood to find its mom.
