Hes kinda right... I mean this is probably why the people below are having the issue they are having. With that said, its not that big a deal. These are all tweaks that are very easy to make on own if one bothers to look it up. Thats why the originals were not really special at all. So calling it theft is a bit much..
Can't say distinct numbers, never measured really. It also depends on your setup, installed mods and cell complexity, however in my case loading time is improved by noticeable amount.
Test it yourself and feel free to share your results.
I've had constant problems trying to use this mod. I've had the mods missing menu issue. I've also had it so that it won't load saves at all with this enabled. So I'm afraid I'm going to have to ditch it for now.

Yes. Same with me, there is no MOD option, so I removed this Mod.
This plagued my main menu for the past couple days i couldnt load any saves
- No Menu and Loading Smoke by IceKK
- No Bethesda Logo In Menu by IceKK
- Blank loading screen by Forsaken32
and call this your "new tweak mod"?
Files in your archive are identical to files from mods from IceKK and Forsaken32.
