What I can see on SSEEdit, it may the relevant faction memberships missing on her. After adding her to the relevant factions via console, the dialogs to make her a follower are available.
Can you make Hjordis from the frostmoon pack a follower? Unfortunately she's just a npc that walks around and offers no interactions apart from telling you her short story. I really would like to have her to travel with my werwolf character.
If it's necesary? Actually i can't remember her voice right now, but changing the voice can make a big difference in a character for sure. But mainly i just want her to follow me because she's a werwolf with a pretty face and i played too often with aela as a follower.
