3 SKSE plugins from Skyrim LE ported with full version support for Skyrim SE/AE/VR.

I've ported only DLLs, porting and reuploading full Grimy Utilities (or SkyTweak) will violate some permissions.
Source code included to build with xmake, great thanks to Qudix template and help.
Note that some functions were disabled! They are:
- DeletePersistent / DeletePersistentEnch > I suppose delete persistent stuff is not safe.
- GetLightInt / SetLightInt > Use PO3 Papyrus Extender instead. Really.
Note that some functions were implemented not natively so they are slower and require PO3 Papyrus Extender.

I don't expect these plugins will be any popular but if someone will need them I feel myself obligated to upload them if I can. This is our legacy.
