   Cog is buggy with Nethers Follower Framework. It seems he doesnt have a standard recruitment dialouge and with Nether is makes him unable to be dismissed without the MCM.

      Probably best to give him a token so he can't interact with the sytem.

   You can have multiple reikling followers in vanilla skyrim se. its a quest lol
