   How can I change it to raise the shout cooldown to something higher? I feel 10% is not much considering you need to kill dragons to get the ingredients. Or maybe you can make a 15%-20% version since I have no idea how to change these things.

      Dragons don't consume each others souls after one killed another.
      Dovahkiin isn't a dragon, he has a dragon soul. There's a difference.
