This mod adds a hidden entrance to Northwatch Keep near the shore in the Sea of Ghosts. It is difficult to find and there is no Quest marker. If you read your Quest Journal it will advise you to research the Keep before going there. A new book has been added to spell vendors and on Urag's desk. It gives you a good idea where to look. If you are very diligent you could find the entrance without help. Frostfall and ELFX Hardcore make this mod harder.
Once you get in you may notice that it is dark and hard to get out of the water. This is by design and there is a easy no jumping way.
Once you enter Northwatch you are quite close to Thorold but unless you are lucky, have some paralysis poison and are warmed up (Frostfall) you still may have trouble. Yes Thorold and your followers will exit secret way with you so you don't need to fight your way out.

I deliberately avoided changing any worldspace and Northwatch Keep navmeshes because this tends to be buggy. Is it worth the trouble? Everything works but NPCs teleport to the shore at the end of the quest.
Are Navmesh edits really that problematic? The interior I created was navmeshed because that isn't going to bork anything.

In USKP patched vanilla Skyrim if you join the Imperial Legion you can get the Imperial Order to release Thorold from Gerneral Tullius
CONDITIONAL GetFactionRank CWImperialFaction results in Game.GetPlayer().AddItem(ImperialOrder, 1)
Pass this conditional and have the right queststage and when you talk to the Guard at the gate of Northwatch you will pass another conditional and execute a script that will initiate Thorold's release if you have the Unofficial Patch.
However to do this you need to become a member of the Imperial Legion
This opens up a whole new set of problems mainly that once you do this:
If your commander says "jump" you say "How high" If your commander says "kill this soldier" you say "Yes Sir" If your commander says "Kill this civilian" you say "Yes Sir"
Failure to follow orders usually results in your death, and sometimes your family's death too. Or maybe they would be sold as slaves (but not in Skyrim as it seems it is better than many times and places on Earth).
Yes the Legion does flippantly murder civilians as the Legion has this done to you at the game's start with Tullius present even when your name isn't on the list and you aren't a Stormcloak. It does it to a horse thief too but he might be a Stormcloak.
Perhaps this could be mitigated a little if Tullius recognizes you from Helgen when you see him in Solitude and says "OK, I and the Legion owe you one after what we did to you in Helgen, here is the Imperial Order to release Thorold"
But Tullius doesn't recognize you and your attempted murder is nothing to him or the Legion.
The only reason to join the legion is to get paid and no you don't get paid unless you kill someone.
Perhaps this could be mitigated a little if Tullius recognizes you from Helgen when you see him in Solitude and says "OK, I and the Legion owe you one after what we did to you in Helgen, here is the Imperial Order to release Thorold"
But Tullius doesn't recognize you and your attempted murder is nothing to him or the Legion.
Could you maybe add this an an option, or maybe even just a separate mod? So just change a condition in that quest to not require you to join the legion.
You are right, there does need to be mod for this ..... I will look into this but it will require recycling Tullius's voice files quite extensively to make it convincing.... The quest changes will likely be simple.
There is a mod that just adds Tullius gives you the order because you are Dragonborn by rights. Then you go to the gate to speak with the Captain there, he reads this release message and gives the all-clear for you to go get the prisoner yourself. After you get out of the place and away with Thorold you give him some stuff and its done, he is free, you go back after speaking with Thorold and give the message to his mother and the end of the quest without bloodshed. Fighting your way into Northwatch Keep is insta-death?
The Thalmor garrison in Northwatch Keep are my *BITCHES*. Briefly. Then they become dead.
(That seems to happen a lot to Thalmor, actually. It's never hard to provoke them into attacking me, then there's three less Thalmor in Skyrim and no bounty. It'll do until there's an actual quest mod to kick the Thalmor out of Skyrim for good.)
It is perhaps instadeath if you go there when you get the quest and thats only level 6 and are half frozen by Frostfall and the Thalmor are min leveled to 12.
If there was a mod that removes the entire civil war and makes Skyrim a tactical challenging quest to remove Dragons, Thalmor and the undead from Skyrim I would download it in a instant and happily pay the same a Skyrim for it. Instead we got this stupid half done civil war that I hated and have avoided on every playthrough.
War is Hell but Civil War is Hell in Hell in Hell. Skyrim is simply the best of the worst, and this is partly because Beth embraced the moral ambiguity mantra which is really a cover up for no real choices and no player impact.
I actually begged Arthmoor to make an alternate start to Life Another Life with no Civil War. He wasn't amused and made it very clear that that would never happen.
