Hi everyone, thanks for trying SkyPE! As a port from Skyrim, this mod was intended to be used with the Skill Uncapper for SKSE. Since I foresee being able to uncap maximum skill levels in SE later, I didn't want to remove the perks requiring skills over 100 and then have to put them back in later. I am looking into bug reports, so if you find something not already listed, please let me know. I don't know about you but I'm loving the SE!

EDIT: Never mind my comment. I just checked this mod page again only to see that the mod author has not responded. VERY sad to see this as this mod is the best mod for roleplaying, even more so for classes.
Ok have used this mod for about 5 hours and in that time have discovered
The mod requires you to have skills at over 100 for certain perks but DOES NOT uncap the skills so those perks are impossible to get.
This mod breaks any slow time effects, EX: Slow time shout, slow time when block enemy power attack, slow time when aiming, all these effects instead SPEED UP TIME FOR EVERYONE BUT THE PLAYER MAKING THEM ACT AS DEBUFFS INSTEAD, lastly this mod sets ALL of my shout cooldowns to negative numbers breaking the game.
Lastly the mod adds about 20 'place holder perks' for whatever reason that do not do anything and it says not to take them but why they are even there at all is confusing.
This mod has a good idea and adds many new perks but the issue with perk requirments over 100 and the fact it makes my favorite shout useless Also it set all my shout cooldowns to negative numbers so they have no cooldowns, which is kinda game breaking.
This mod alone doesn't break slow time. Both the first two words of the Slow Time shout and the Quick Reflexes perk are working fine for me.
Second, the mod is playable with 1-100 skill levels, and is quite balanced when used as such. You can use the Skill Uncapper to access higher level skills and perks, but it will make you wildly OP. If you do so I'd suggest setting the skill leveling rate very low over 100.
The placeholder perks are just there to tell you what tree you're looking at. Most of the perk trees have two types of perks in their area, the skill perks and an unrelated tree. For instance, the Alchemy area has both the Alchemy tree and the Elf racial perks. The placeholder is only there so that if you're zoomed in you can tell what the alternate tree is. A little confusing at first, but helpful overall. It helps to convert Extended UI from Oldrim, makes the trees much more readable.
i have trouble on one handed critical perk, been doing more than a hundred crits with sword but still cant add more perk to it, so it stucks at level 1. anyway to fix it?
This truly is the best perk mod ever, great perk possibilities, the get any perk without having to expend stuff on other perks is a great idea making the perk system alot more like an oldschool rpg game.
I see an update on desc tab, does it mean that mod is alive? Edit: after a quick look i didnt noticed any changes. So the update on desc tab is fictional. To all who want to install this mod - beware, it's bugged.
From what I see in readme, some perks require skill >100. Do they take in consideration Legendary skills or they just wouldn't work until someone creates an uncapper for SSE?
I am also using Ordinator, and looking at perk list I don't feel very thrilled to try this mod. A lot of perks just give a +xx% bonus to something
I think the esp includes a cap change to 200? The uncapper is only necessary because it makes it easy for mod users to make their own presets. It simplifies the process to editing an ini file, rather than doing it manually in the CK with a number of annoyances and problems. At any rate, if you already have Ordinator, just stick with that. Maybe try this on your next playthrough.

Do you have more updates planned?
I use Ordinator now. Will give this a try in a new playthrough.
