This definitely has a lot of potential, but the two main things that keep me from using it currently are the emptiness/unfinished feel and LOD absence.
Can't remember which tower it was in (maybe the one to the left as you enter?), but at the bottom of it was a doorway that was empty. Seems like you still have more planned, which is great if so. Overall could use a little more clutter (hopefully havoc-less ) to make it feel more polished.
The lack of LOD probably won't be a problem once SKSE comes out and DYNDOlod (not entirely sure how it works since I stopped playing "Oldrim" prior to its release), but would be awesome if there was one anyway. It's so big and in an open space it looks pretty startling to suddenly have it loading in while traveling down the road haha.
Anyway, really like the location/theme, hope you keep working on this!
