Some other people in the comments have fixed this issue by installing the Visual C++ Redistributable (https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170) and one other was able to fix it by adding the game folders to their antivirus whitelist.
It's been coming up on my GTS install, but only on my desktop. C++ update and antivirus doesn't do anything, the only thing that's worked so far is a complete erasure of everything Skyrim on my system and a reinstall. But it'll happen again.
As far as I can tell the only way that could happen is if something in your setup is getting corrupted. Next time it happens, try to narrow down exactly what's going wrong. If just reinstalling your Skyrim setup fixes it, then I think it can really only be one of three or so things: 1. This mod's DLL 2. The Skyrim SE executable 3. The SKSE loader or its DLL
Is there a mod like this for chests? I have whose quest is it anyways and this mod, but it doesn't work for chests as I thought. It would be nice if there is any information on that.

This mod should work for chests. Note that this mod only changes the prompt if you have the relevant key in your inventory already; it won't change the prompt if there is a key but you don't have it.
That "Whose Lock Is It Anyways" mod should work without an update; it doesn't even require SKSE.
Try creating a new profile with just SKSE, the address library, and this mod. That setup works for me, and if it doesn't work for you then there might be something wrong with your installation of SKSE and/or the address library.
If that minimal setup does work, then the issue is probably some kind of conflict. You can activate a few other mods at a time (I suspect only other SKSE plugins could matter, but I'm not sure about that) to see what's conflicting.
It could also just be a bug in the latest version of SKSE or the address library. I know there are some small issues with the newest address library, but I don't know of any that could be causing this.
hmmm, so the error pop-up is gone when loading the game with just this mod, SKSE, and address library. this didn't happen before updating Skyrim though. anyway, thanks for the reply.
UPDATE: not an issue with the mod nor skse nor vis c++. It was just the antivirus antivirusing. Adding Skyrim and Vortex folders to the whitelist/exceptions resolved the issue. Why? Don't know.

Not sure if it might be something with SKSE itself and not the mod.
