Update (v3.00) This mod does NOT require the Environs Master Plugin
You can test this mod on your setup with the following console commands: "setstage ENVWatchtowerControlQuest 10" - enables rebuilding state "setstage ENVWatchtowerControlQuest 20" - enables rebuilt state
When I put "setstage ENVWatchtowerControlQuest 20" on the console, I can see the rebuilt state of the tower, tho, there is many things that need to be fixed, here are the photos :
What you’re seeing there is the stuff from this mod intersecting with the stuff from Jayserpa’s mod because they’re both enabled at the same time.
The console commands unfortunately won’t make things from Jayserpa’s watchtower disappear. In game, his walls and clutter will disappear when the dragon attacks the watchtower, and mine will appear over time afterwards.
There’s no issue, it’s just that my console commands can’t turn off Jayserpa’s stuff, which I realize wasn’t clear.
If you are worry about navmesh you could make light version of this mod without new walls. Althought less visually appealing but it solves the navigation problem.
Not sure why, but this mod isn't working for me. It's far past the required days before the rebuilding phase should begin. My mod list is small. I've tried moving it down from its original spot in my load order, but that hasn't helped either. Thoughts? Let me know if you need some specific info from me.
Edit: Just noticed I posted this on the SSE mod page instead of the LE one. Note that I am using the correct version for my game, I just landed here by mistake. Maybe I could still receive some help.

Edit: By the way MO2 says this overwrites files from your Environs Master Plugin. Since the Master Plugin was updated more recently, I assume it should take higher priority?

The files that conflict with the Environs Master File are completely identical, so there’s no issue, and load order doesn’t matter (They’re small script files designed to be reused for multiple mods)
