Leaving a note for users with JK's Temple of Dibella: To avoid moss all over the floor looking like this...

... exclude the temple and inner sanctum from the swap logic. Do this by adding ",-MarkarthTempleofDibella,-MarkarthTempleInnerSanctum" to the end of the Forms list in the ini file.
Edit: I'm blind, a few posts down Melwen recommended using the Lite version to address this exact issue. Much better option if you don't want to mess with the ini.
I installed this and it filled the Temple of Dibella with hanging moss everywhere...
Am using JK's temple of Dibella, so you might need a patch there. Can't say why it happened, but maybe worth looking into? Can't tell if it's unique to me...
I was after something like this a year or so ago when I was using 3D tree's.. The moss hanging in thin air was always found around somewhere unfortunately.

It seems my computer doesn't like your replacement mods... :(
po3's tweaks enables the use of edids like "HangingMoss" instead of formids, so it's kinda necessary for most of my mods. Try the VR version of po3's tweaks and let me know if it works. Unfortunately I don't have VR, so I can't test myself.
Oh, looks like you don't have some Creation Club content like Bloodchill Manor, Plague of the Dead or Saints & Seducers, so it's going to show up some errors that you can ignore since they're all optional stuff. The Bruma errors are inoffensive as well. My mod just couldn't find content from aMidianBorn or JK's Skyrim to replace, so it's fine.

Is it possible to use the .ini to limit the locations affected to only the Reach?

Is that necessary ?, I mean I used stuff like this before okay without it..
ATM I use "Blowing in the wind" and "Chains" fine..

I put powerofthree's Tweaks in requirements in case someone else like myself comes by .. :)
* I just again tried Immersive Vampire Clutter and Bruma Clutter for Skyrim Imperials but they still error out. :(
