If anyone is interested, I've shared a fixed version you can find here. It updates the plugin to form 44, fixes the unnecessary edits, fixes conflicts with the Hearthfire DLC, and has been flagged as ESL. :)
old post but f*#@ it. It's not logical for the vendors in Solitude to know (or care) that you stole an object from the college of Winterhold. It's bad game design having only the thieves guild to sell stolen goods to when, logically, someone like Belethor in Whiterun seems just like the type of shady merchant that wouldn't hesitate to buy and sell stolen items.......
Exactly belethor even makes a joke about buying your sister,you know he is into some shady s#*!,this mod just corrects basic logic bethesda ignored. Most of the mods I have isnt adding any content just fixing s#*! bethesda should have already had in the game and the speech tree should have been about shout powers instead of venders and crap.
Conflicts with Hearthfires - a quick carry forward in xEdit fixes that. Most people will never notice.
Also there are three NPC edits (Lisbet, Lucan Valerius and Birna) that appear to be out of scope for this mod. The only change I see is an edit to face tints which is not relevant to fencing. This will conflict with just about every mod that edits NPCs. Recommend deleting them in xEdit.
This was my very first attempt at modding. I don't touch Skyrim much anymore. You or anyone else are welcome to do the fixes yourself. I'm just happy anyone could use it. Permission is granted to update and reupload this mod if you or anyone else wishes, I just ask you to give me credit.
Brilliant! With your mod and Khajiits Steal Too - Caravan Fence Option installed, I now have my fencing needs covered all across Skyrim. Thank you for taking the time to figure this out and to publish a nice solution.
Now that I understand how this is accomplished, I'm inspired to try and add a few folks in on my own from the Dragonborn DLC, such as Glover Mallory, Geldis Sadri and possibly Talvas Fathryon to the list. That way, I won't need to travel back to the mainland just to rid myself of any ill gotten gains I, uh acquired along the way....

Thank you! This makes playing a theif managable. One suggestion though, you shouldn't be able to be able to sell goods stolen in a certain hold to a legitimate merchant from that hold. Just to pretend that there is an actual investigation system. Or maybe make it so you get a bounty in that hold after x amount of time. But that is a lot of moving parts and I'd bet it would be a b&@*$ to work out.
There is a post above about this problem and it seems to be a problem with skyrim and they have a post to mod that fixes it. Also , you could make sure it is checked in the plugins list to be active in the game. Sometimes it does not auto check for some reason.
I opened your esp in SSEEdit and saw the form version is 43, instead of SSE's 44. I think that might be a problem and what caused my Belathor dialogue to get corrupted. Also, there are tint layers that don't match the base Skyrim.esm in your esp for the three NPCs in the list. Why?
So to follow up. Belathor appears to be my busted character. Sayma in Solitude bought my stolen gear. Changing the ESP to match the correct SSE format version (44) did not fix Belathor.

Glad you got it figured out. I have been sick, which has been the reason for not answering before now. It is almost impossible for this mod to cause any problems. To make it all I had to do was to put a check in a box to accept stolen gear and save. It is already there for every NPC created , just not checked for most unless they are a fence for the thieves guild or you get the speech perk. All I did was check the box from the start. I have run this mod in Skyrim and Skyrim se for a long time with never a problem. I don't mind checking to see if there is a problem. Let me know if your problems persist.
I thought there were a perk in game for this, however you need lvl 90 in speech to unlock it. Also one could say rumours and they recognize certain items as stolen. Or that they have been warned to look for certain items as stolen because in real world the police do warn certain pawnshops and others for a thief may want to sell some stolen goods. However I think the way it is in Skyrim is not immersive and this mod is better.
