TBH they would report it to them or someone higher up because Ulfric is working for the Thalmor, admittedly they wouldn't report to the low rank troopers though and part of the ruse is to make the Stormcloaks think they are fighting for freedom so secrecy is important, but still. False; just because Ulfric is considered to be an assest of the Thalmor because he is causing a civil war that keeps skyrim from having a solid, fighting force, it does not mean he himself is aiding the thalmor in their end goal.

Thalmor calls anyone that they believe they can use an asset. Doesn't mean the person wants to be used by the thalmor. What is happeneing in SKyrim is like the USA war of independence.
The "Asset" part refers to the Markath incident, where Ulfric was used to further Thalmor interests. When he found out, he betrayed the Thalmor and went all-out for Skyrim.
If you look into historical revolutions, that's almost always how populist governments are established. Ffs. Sleeper agent for the Thalmor. The Imperial Army is the standing army in Skyrim, supporting the Thalmor Inquisition and Thalmor Torture Chamber (and actively torturing Norn on their own initiative), and for some reason, the guy who can die opposing them is the Thalmor sleeper agent.
I'd be genuinely concerned to be near someone like you, if this is your logic in a game, what justifications exist in your own life?
Right outside of Haemar's Shame, I killed 3 Thalmor escorting a prisoner. The prisoner freaked out and ran and I got an Eastmarch bounty. I killed the prisoner too, but I guess he got far enough for it not to be "Last witness killed." I have nothing that adds or overwrites the script for this mod.
Random: I wonder if the Penitus Oculatus would realistically actually support the Stormcloaks. Covert pro-Stormcloak (Anti-Aldmeri) Empire engagement trying to find an excuse to separate from Skyrim without alerting the elves, the way that Hammerfell left the Empire.
