Be sure caps lock isn't on. Because this character ' would be rejected. Some keyboards do not support adding quotation marks into the console. Here I found some workarounds to it not working.
If you query more than one word in the console you need the quotation marks or it doesn't work. So using something like elven armor as an example: help elven armor (this doesn't work) help "elven armor" (this does work)
However, you can try to search only one word at a time like this: help elven (this works but also adds many lines you do not need)
You can use page up button on your keyboard to scroll until you fine elven armor in the list.
cool! now all the vampires will be passive to my approach permanently. don't know why bethesda made it this way, but it's still a cool feature that someone found out.

This only changes the countdown timer from 1 day to 9,999 days and doesn't edit any other settings.
Edit: I thought about this and I agree that it's not optimal. I added a version that will allow you to cast the spell on yourself instead of the permanent effect.
