If Kaidan's height is his default 1.08, you're good. The height is defined in the mod plugin (original Kaidan 2 mod, and hopefully any other visual overhaul), not in anything related to building the body shape.
Jeez, he's THAT tall? I mean, I knew he was tall, I keep him in my load order every playthrough, But I thought he only looked THAT tall because I keep my characters between 0.98 and 0.96!
1.08 is not too much, really. He's within the boundaries of normal sizes. Default height of Altmer is 1.1, so he's actually shorter than a regular high elf.
But that's exactly the thing, he's not an elf. I don't think even Nords are that tall. Aren't they only, like, 1.03 or something around there? And they're the largest playable race of Men is Skyrim.
I mean, if we assume that that a scale of 1 puts someone at an average height, about 5'6" for a male, then that would set Kaidan at about 6'.

Kaidan's height is defined by the original author, Liv Templeton. I think it suits him. And these shackles are adjusted to his original height. If you want to "shrink" Kaidan to 1.0, you might not need this fix for the shackles. I haven't tried to reduce his height, so I don't know about the result.
A lot of us wanted to fix this long ago, but the solution was damn elusive... Until I realized that size matters (the shackles needed to be enlarged to support Kaidan's height)
